Description

We are seeking a qualified Social and Gender Specialist to support the successful implementation of road infrastructure projects by ensuring compliance with social safeguards, effective stakeholder engagement, and integration of gender-responsive measures.


Validate socio-economic data of Project-Affected Persons (PAPs):

  • Review and verify the socio-economic survey results to ensure accuracy and completeness for project implementation.


Lead stakeholder consultations:

  • Conduct meetings with PAPs, government offices, and concerned agencies to support transparent engagement and the effective implementation of the Gender Action Plan (GAP).


Coordinate social mitigation measures:

  • Work with the DPWH Environmental and Social Safeguards Division (ESSD) to ensure that all required social safeguards and mitigation efforts are properly implemented and monitored.


Ensure gender mainstreaming compliance:

  • Recommend appropriate programs and actions to align with:
  • DPWH Guidelines for Gender Mainstreaming in Road Infrastructure Projects
  • ADB’s Policy on Gender and Development (1998)


Perform assigned tasks in Annex 4:

  • Carry out specific duties as outlined in the contract’s Annex 4 documentation.


Handle additional project-related duties:

  • Undertake other responsibilities as assigned by the Employer or ADB to support overall project goals.


Requirements

  • Bachelor’s degree in Social Work, Sociology, Gender Studies, Development Studies, or a related field
  • Master’s degree is an advantage


Experience:

  • At least 5 years of professional experience in social safeguards, gender development, or community engagement in infrastructure projects
  • Minimum of 3 years of experience working with international development organizations, consulting firms, or donor-funded projects


Preferred Skills:

  • Excellent communication, facilitation, and stakeholder engagement skills
  • Familiarity with gender-responsive planning and reporting tools
  • Ability to work independently and collaboratively in multi-agency environments
