Description

NC Pavilion is a subcontractor in this solar project. As a subcontractor’s Pollution Control Officer (PCO) you will provide assistance to the General Contractor’s PCO in ensuring compliance with environmental regulations and implementing pollution control measures during the solar project. scope of work includes:


Support in Environmental Compliance & Permits


• Assist the General Contractor’s PCO in complying with environmental laws such as the Philippine Clean Air Act, Clean Water Act, and Ecological Solid Waste Management Act.

• Help in securing and maintaining necessary environmental permits.

• Support periodic environmental monitoring and reporting.


Waste Management & Pollution Control Assistance


• Help implement proper waste segregation, disposal, and recycling in coordination with the General Contractor’s PCO.

• Assist in monitoring hazardous waste handling and disposal per DENR regulations.

• Ensure wastewater, dust, and noise pollution control measures are followed under the direction of the General Contractor’s PCO.


Site Inspections & Monitoring Support


• Conduct site inspections as instructed by the General Contractor’s PCO to identify potential environmental hazards.

• Assist in ensuring proper containment and disposal of chemicals, oils, and other pollutants.

• Help monitor air, water, and soil quality at the project site.


Training & Compliance Support


• Assist in conducting environmental awareness training for workers.

• Support the enforcement of health, safety, and environmental (HSE) protocols.

• Ensure subcontractor workers comply with environmental regulations under the guidance of the General Contractor’s PCO.


Documentation & Reporting Assistance


• Help prepare and submit Environmental Compliance Reports (ECR) as required.

• Maintain records of waste generation, emissions, and environmental incidents in coordination with the General Contractor’s PCO.

• Assist in coordinating with local authorities on environmental concerns when necessary.


The subcontractor’s PCO will only provide support to the General Contractor’s PCO and will not assume full responsibility for environmental compliance and reporting.

Requirements

  • A Bachelor’s degree in Environmental Science, Environmental Engineering, Chemistry, or any related field.
  • At least 6 months to 1 year of relevant experience in environmental management, pollution control, or related fields.
  • Must have a Certificate of Accreditation as a Pollution Control Officer (PCO) from the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB). 
  • Completion of the Basic Pollution Control Officers (PCO) Training conducted by a DENR-recognized training provider. Knowledge of DENR laws and environmental regulations (e.g., RA 8749 Clean Air Act, RA 9275 Clean Water Act, RA 6969 Toxic Substances Act).
  • Strong report writing and compliance monitoring skills.
  • Ability to coordinate with government agencies for regulatory compliance
